In the late 1960's, when the Ortigas family planned to develop their property in Bagumbayan, the informal settlers residing in the area were threatened with relocation. The land dispute that ensued took years of a court battle, until the court decided in 1976 to award 300 hectares to the resident informal settlers through the National Housing Authority.

Since the informal settlers' community was close to Greenmeadows, it was was given to the care of the Christ the King Parish in Greenmeadows. The community, however, wanted a parish of their own. Under the leadership of Msgr. Jaime Mora, formation of lay leaders was intensified, and the building of the church became a community project helped by generous parishioners of the Christ the King Parish. The church was built, and in 1997, the San Roque Parish was established, with Fr. Ernesto Panelo as the first parish priest.
